Imagine someone’s attacking you and chasing you and you shoot them and they don’t go down, you’ll follow up with another shot in the head to neutralize the threat. Mind you this is in self defense. The reason a threat may not go down is because they are high on drugs like PCP which is known to give “super human strength” and people don’t get affected by bullets (wild but true).
